This issue may occur when copy settings from the built-in Administrator account. This issue might not occur when you login as the built-in Administrator.
Please follow the steps in this article and reset the Internet Explorer settings (If you have installed any other browser, please also do so): http://support.microsoft.com/kb/923737/en-us
After reset the browser setting, please try to repair your Office 2013 from control panel: http://office.microsoft.com/en-us/outlook-help/repair-office-programs-HA010357402.aspx
